We have a lot to celebrate as we look back on 2016, including important legal victories, continued progress on our building renovations, obtaining approval for a two-year refinance of our Hurricane Wilma loan, a reduction in maintenance fees for an unprecedented third year in a row and, perhaps most importantly, a renewed spirit of community and cooperation.

Celebrate the savings!

International Village unit owners will be getting a maintenance fee reduction for an unprecedented THIRD year in a row next year. Of the well over 300 owners who submitted their budget proxies before our budget meeting this week, about 95 percent of you voted “Yes” to paying a little less in maintenance fees starting in January, and I was very pleased to vote for a budget that will make that happen.

But this budget is more than just an opportunity for owners to keep a little more money in their pockets. It’s the culmination of three years of steady progress toward greater cost savings and smarter budgeting. Under this new budget, the average one-bedroom unit owner will be paying $120 less in maintenance fees per year than they did just two years ago, while the average two-bedroom owner will be paying $180 less a year in maintenance fees than they did in 2014. That’s huge, considering that just a few years ago, a previous board was promising 7 percent maintenance fee increases every year for as far as the eye could see. Thankfully, those days of reckless spending are over.

But saving money and avoiding waste doesn’t mean skimping on important investments. The budget we just approved not only continues to build on the savings and efficiencies of the last few years, but it also provides funding to complete the building renovations begun this year, which is a top priority for 2017.  

So yes, International Village has a lot to celebrate this holiday season. And speaking of celebrating, owners will have several opportunities to do so over the next couple of weeks, beginning with a barbecue this Dec. 11 from 2 to 5 p.m. in the picnic area next to the tennis courts, followed by a Hanukkah celebration and movie also this Sunday at 7 p.m. in the clubhouse large card room, and finally a Christmas party with live band on Friday, Dec. 23 from 6 to 10 p.m. in the clubhouse. Happy Thanksgiving! / Send in your budget proxy

I’d like to wish everyone a very happy and blessed Thanksgiving. As a community, we have a lot to be thankful for this year – including surviving a close call with Hurricane Matthew, continued progress on our building renovations, and obtaining approval for a two-year refinance of our Hurricane Wilma loan at a lower interest rate thanks to our strengthening financial picture and reduced delinquency rate.  And to top off a fantastic year, International Village unit owners can now look forward to lower maintenance fees for an unprecedented THIRD year in a row!

Reduce your maintenance fees: Send in your budget proxy!

As I announced recently, International Village unit owners can look forward to enjoying a modest cut in their maintenance fees in 2017 for an unprecedented THIRD year in a row. But in order for the Board of Directors to be able to approve the maintenance fee reduction, you will have to fill out and sign the proxy, which you can also download HERE.

If you want maintenance fees to go down, you must vote YES to waive reserves and return it as soon as you can. Just print and scan it and email it back to me or to manager@intlvillage.com. You can also drop it off at the association office or mail it to 3700 Inverrary Dr., Suite 101, Lauderhill FL 33319. For detailed instructions on how to complete the proxy, click HERE.

If we don’t get your proxy back before the Board’s upcoming budget meeting, the budget will revert to what the state defines as “fully funded reserves” – which would mean a 36 percent maintenance fee increase! So please get those proxies back as soon as possible so you can keep more money in your pockets!

Welcome back, snowbirds! / 2017 budget preview

I’d like to take this opportunity to welcome all the snowbirds back to International Village. It was a pleasure to see some of your faces again at the last Board of Directors meeting and to personally bring you up to date on what’s new in the Village. For those of you who weren’t there, here's a recap:

First of all, we have a new property manager. Dan Syrlik, who started last month, has a strong background in both condo property management and mechanical and electrical design engineering, as well as a strong commitment to cost savings, and he has been hard at work over the last few weeks on a number of fronts. Please help me welcome him to International Village.

As I first announced two months ago, we also recently obtained approval for a two-year refinance of our Hurricane Wilma loan at a lower interest rate, thanks to the association’s strengthening financials and reduced delinquency rate. And as a result of our improved budget picture, I’m very happy to report International Village unit owners can look forward to a modest cut in maintenance fees for an unprecedented THIRD year in a row! Check your mail in the coming days for your 2017 budget and proxy. Be sure to vote "Yes" in favor of waiving reserves and mail back your proxy or drop it off at the association office as soon as possible, because we’ll need it to approve the maintenance fee reduction.

Hurricane Matthew update

International Village owners and residents can breathe a big sigh of relief after Thursday’s close call with Hurricane Matthew. South Florida dodged a major bullet, with the eye of the storm remaining well offshore to the east as it continued moving north. Friday morning we did a complete inspection of the entire property and no damage was reported.

A big thank you to our maintenance, security and office staff for all their hard work preparing for the storm as well as to all the owners and residents who did their part by securing their properties.

Thank God our community was spared once again, but hurricane season isn’t over yet so let’s continue paying attention to the weather and taking official storm warnings seriously, because it’s always better to be safe than sorry.

Hurricane Matthew alert

Dear International Village owners and residents:

As South Florida braces for possible impact from Hurricane Matthew, we urge everyone to take all the necessary precautions to protect your own safety and property and that of your neighbors.  

Notices have been posted in all the buildings reminding residents to park their cars away from trees and to remove all unsecured objects from their balconies and patio areas and bring them indoors including chairs, plants, etc., so that they don’t become dangerous projectiles in the event of high winds. If you are out of town but someone has access to your unit, or if you have a tenant, please ask them to secure your property for you.

Our maintenance crew has been working to secure the common areas, including securing the pool area and tennis courts as well as ensuring that drains and gutters are clear of leaves to allow for proper drainage. But we need all owners and residents to do their part as well. Be responsible by following the above precautions, stay tuned to the forecasts, and stock up on water and batteries. Just because we haven’t gotten hit in more than 10 years doesn’t mean we are immune. So please get prepared and let’s all stay safe.

Good news for International Village

I’m pleased to announce that International Village has been approved for a two-year refinance of our Hurricane Wilma loan, which had been set to balloon this month. Home Federal Bank will be taking over the loan from Wells Fargo at an interest rate of only 4.375 percent. That’s less than the 5 percent interest we were paying Wells Fargo. The loan will run through the term of the existing Wilma special assessment, which ends in August 2018, allowing the association to continue meeting its obligations without having to cut into its operating funds to pay off the loan two years early. This is really good news, and it’s thanks to the association’s strong financials and the current board’s very proactive approach to reducing our delinquency rate, which put us in an excellent position to obtain approval for our loan refinance application.

I’m also very happy to report that Ilan Weiss has lost his latest frivolous lawsuit against the association. As you may recall, Mr. Weiss was beaten badly when he ran for the Board of Directors in 2015, receiving only 20 percent of the vote. Not willing to accept the clear mandate of the owners who overwhelmingly rejected his candidacy, Mr. Weiss sued the association claiming election fraud, earning him the well deserved label of sore loser. The association’s insurance company (as usual) recommended that the board give Mr. Weiss money to drop the case, but the board stood firm and decided to fight instead. The decision paid off.  After losing his case at the lower level, Mr. Weiss appealed it to the circuit court, dragging the case out for well over a year in the hopes that the board would eventually give up and offer him a settlement. It didn’t happen, and Mr. Weiss finally saw the handwriting on the wall and dropped his bogus lawsuit. As the twice-over loser, he will now be required to pay ALL the association's attorney fees in the case. His bill will run in the tens of thousands of dollars. Maybe this will teach him to think twice before filing another frivolous lawsuit.

In other news, the association recently hired a new security manager. Donnahue George, who started early this month, possesses an impressive background in security and emergency management, including working as a corrections officer in New York City. Over the last few weeks he has been hard at work addressing past shortcomings and implementing a number of important improvements to our security system here at International Village, including identifying and evicting unauthorized tenants and working with management to provide the guardhouse with computerized access to resident information. First-year rental prohibition notice

In the next few days, International Village unit owners will be receiving a letter from the association reminding them that owners are not permitted to lease or rent out a unit at International Village during the first year after purchasing or acquiring title to the unit. The association’s previous moratorium on enforcement of this provision of our documents has expired. That means that Chapter XIV (A) of the Declaration of Condominium – which prohibits new owners from renting out their units during the first 12 months of ownership – is in full force and effect. If an owner purchased or acquired title to a unit in the last 12 months, they must wait until the one-year anniversary of the purchase or acquisition of title before submitting a lease application to the association. The association will be checking the date of purchase or transfer of each unit before approving any lease applications.

On another important topic, many of you heard about the burglary that took place on the property last month. While the victim was fortunately not hurt and most of her property was recovered, the incident revealed shortcomings in our security system that the Board of Directors is taking steps to address, including major security personnel changes. Maintaining a safe and secure community is our top priority, and we will continue to review and overhaul procedures to protect the safety of our owners and residents.

Wilma payoff reminder

This is a friendly reminder that International Village unit owners who are still paying their Hurricane Wilma special assessment can take advantage of hundreds of dollars in interest savings by paying off the balance of their assessment no later than June 30, 2016. For details, please visit or call the association office at 954-484-9106, Ext. 4, or send an email to manager@intlvillage.com with the subject line “Wilma payoff” and include your name, phone and unit number in the email.  Act by June 30 to take advantage of these savings.

On a somber note, on behalf of the Board of Directors I wish to extend our sincere condolences to all those affected by this past weekend’s deadly terrorist attack in Orlando. Once again the ugly specter of radical Islam has hit far too close to home, and our thoughts and prayers are with the victims and their families, the people of Orlando, our state and our nation.

What's new at International Village

As announced at our May 24 meeting, the Board of Directors has hired Xochitl Alvarez as International Village’s new property manager. Ms. Alvarez has been working for the association since June 2014, when she was hired as assistant manager at the recommendation of board member Marcio Jaspan. 

Also last week, the board appointed Crystal Novoa to fill a board vacancy. (See the new board directory.)  She is the wife of board member Marcio Jaspan, who nominated her to fill the seat

In other news, a number of owners recently received late letters from Campbell Property Management advising them that they were behind in their maintenance payments. Several owners have since contacted the office to straighten out apparent problems with their accounts. Our new manager Ms. Alvarez has been working with unit owners to resolve any accounting discrepancies and asks owners to email her at manager@intlvillage.com with any concerns.

Finally, it’s that time of year again when International Village unit owners who are still paying their Hurricane Wilma special assessment can take advantage of hundreds of dollars in savings by paying off the balance of their assessment. By making a lump sum payment no later than June 30, 2016, a one-bedroom unit owner can save nearly $300, while a two-bedroom unit owner could save well over $400. The savings would come from interest saved by paying off the assessment two years early. The amount of the lump sum payment required to pay off your assessment will vary depending on the size of your unit (from less than $900 for a small studio to about $2,500 for a two-bedroom). Gilbert Martinez

Over the last couple of weeks, there has been much speculation among unit owners regarding the departure of Gilbert Martinez as manager. While there are some details that for now must remain confidential, I can share the following:

I met and spoke with several board members several days before Gilbert’s April 12 departure, and we agreed that he should go for various reasons including his dishonesty.  I did not include two board members in those discussions because I had reason to suspect they would warn Gilbert, or "Gil" for short, about our decision. One of the two board members not included in the discussions was new board member Zahir Karmali, who goes by Zack.  The other was Duv Wolff.  I believe my decision to NOT include them was correct, because on his last day at work Gil shredded a large number of documents and apparently deleted numerous emails, probably suspecting he would be fired. If Gil had received a definitive warning, I believe he would have destroyed far more documents than he did. But because we asked him to leave immediately on April 12, without the two weeks’ notice he requested of us that day, a lot of sabotage was likely prevented. 

As you may recall, Zack Karmali was automatically elected to the board this January because he was one of only four candidates running for the four available seats.  All Zack did to earn the seat was to sign the Notice of Intent to be a Candidate. But it was unit owner Doug Meyers who turned in Zack’s notice of candidacy to the association office, as can be confirmed by our office staff.  Zack was apparently too uninterested to submit the paperwork himself, which could have been emailed, faxed, mailed or hand-delivered. But apparently Doug Meyers had an interest in making sure Zack got on the Board.

Zack texted me this past Friday asking for a meeting. I agreed to meet him in the small card room on Saturday morning since by this time I was convinced he was acting only on behalf of Doug Meyers and I wanted to ask him to resign.  When I arrived, he said he wanted to bring a couple of points to my attention “to help me to do a better job as president” or words to that effect.  He then pulled out his iPad and proceeded to read from it. His first point was that I was not “involving other board members enough” in decisions. He specifically cited the “so-called resignation” of Gilbert Martinez, with obvious disapproval of Gil’s dismissal as manager.  As I mentioned before, Zack was one of only two board members I did not involve in that decision ahead of time, for reasons I felt were fully justified.

Zack’s second complaint was that as president I was too quick to “cut people off” during board discussions. For the record, our last regular board meeting lasted two hours despite containing only two items of new business. Most of the discussion was about the suspension of privileges for owners who were more than 90 days delinquent, including one owner who was on the list for failing to have his cabana unit individually metered for electricity as required by a 2010 amendment to our condo documents. Doug Meyers, who wasn’t even on the delinquent list, spoke far beyond his three-minute time limit on this topic until I finally cut him off due to the late hour. He was the only person I cut off that entire night. For the record, I have never cut Zack off at a board meeting because he hardly ever says anything, and in fact he has only shown up in person to one meeting since he’s been on the board. So it was obvious to me that this complaint wasn’t coming from Zack, but from Doug.

Once Zack was done reading from his iPad, I informed him that I recently received an anonymous message on my blog stating that Zack is a “front man” for Doug Meyers and that Doug Meyers was actually the one who put up the money for Zack’s two units. I had no way of knowing if this accusation was true, but I was alarmed enough to investigate and ask questions. I found out that Zack had been living in International Village as a renter before purchasing two International Village units in just the last several months: S2W and S1D.  In both cases, the realtor was Doug Meyers’ wife. Several months before the S2W sale, a quit-claim deed was recorded on that property. One of the two witnesses on that deed was Doug Meyers.

Toward the end of our meeting, I asked Zack to resign in order to spare himself, Doug Meyers and the association further embarrassment. This visibly angered him. He denied being a Doug Meyers puppet, insisted he would never resign, got up and walked out the door after briefly blocking my exit. A few minutes after our meeting, I received a text message from Zack stating: “They feel your accusations are ludicrous and could have serious consequences for you.” A few minutes later, he clarified who he meant by “they” by texting: “John – just talked to Doug Meyers about your accusation along side with his dad. Obviously, you are not making sense or in the right state of mind.” About an hour later, I happened to run into Zack while walking near the clubhouse and asked him what he meant by “serious consequences.” He responded: “You’ll have to ask them.” 

I have nothing personal against Doug Meyers. As an owner of a number of units which he rents out, he is entitled to fair and equal treatment, and I have appointed members to the Sales and Lease committee who I believe generally share my view that a certain degree flexibility and discretion on lease approvals is sometimes appropriate. But that apparently wasn’t good enough, because I recently learned that shortly before his departure, Gilbert began going over the committee’s head to approve a number of Doug’s leases that had not been reviewed by the committee. So this week I instructed our assistant manager to investigate and ensure that all leases that were not previously reviewed be forwarded to the committee.

Given the above, it’s understandable that Doug Meyers was upset about Gil leaving, but I take strong exception to his interfering in the board’s personnel decisions.  Doug actually called me Monday night, and I picked up because I wanted to hear what he had to say. He admitted that he approached Gil after his resignation to discuss having Gilbert return as manager, which obviously required lobbying a majority of the Board to vote to make that happen. Zack Karmali was one of only two “reliable votes” on the board for Gil, but the “Bring Gil back” movement went nowhere because they weren’t able to convince any other board members to go along. I told Doug I found this kind of interference totally unacceptable and also told him not to bother calling me again when he has a complaint about how one of his lease applications is being handled, because I will not pick up the phone. Then I ended our conversation. 

Finally, I want to apologize to all the owners for not taking action sooner to remove Gil Martinez as manager. I was bothered by the many complaints about Gilbert’s performance and rudeness toward owners who requested to meet with him, but I have always believed in giving employees a chance to improve. Unfortunately, things only got worse with Gil, and when we discovered that he was also dishonest and engaging in inappropriate behavior behind the Board’s back, I knew it was time for him to go.  

This has been a difficult last few weeks, but I believe the association will emerge better and stronger than ever before as long as we keep working together and not avoiding problems but addressing them head-on when they arise.

Happy Easter!

On behalf of the Board of Directors, I’d like to wish everyone a very happy and healthy Easter. Over the last couple of months since I last updated you on International Village news, we have continued to make rapid progress on our interior and exterior building renovations – including beautiful new tile, fresh paint jobs and other improvements to several buildings, with some new carpeting on the way. While the buildings are looking better than ever, we also continue to receive many compliments on the dramatically improved looks of the grounds, thanks to our excellent new landscaping company.  Meanwhile, our financials are in better shape than they’ve been in years due to the current board’s very proactive approach to collecting fees from delinquent owners, which of course has allowed us to keep maintenance fees down for everyone else. Many owners have told me they’ve never felt better about living in International Village, and that’s something we can all be proud of!

Vote of confidence

Congratulations to Duv Wolff, Marcio Jaspan, Murat Kizikli and Zack Karmali on their election to the International Village Board of Directors. All four were automatically elected to two-year terms this month after drawing no opposition for the four available seats on the Board.  I consider that a pretty strong vote of confidence in the job the Board has been doing to keep costs and maintenance fees down while pursuing important improvements to the property.

Duv, Marcio and Murat – the three returning incumbents – have built a strong track record of fiscal responsibility since joining the Board, and I’m thrilled the association will continue to benefit from their valued service. The newcomer, Zack Karmali, is a native of Canada who moved to International Village as a renter.

I’d also like to take this opportunity to thank all the unit owners who took advantage of last month’s Wilma Special Assessment Early Payoff Bonus offer. About 20 owners reaped hundreds of dollars in interest savings by paying off their Hurricane Wilma special assessment balance approximately three years early. In all, the association collected about $40,000 in special assessment payoff checks during the month of December, which will go toward reducing our debt with Wells Fargo. If you happened to miss the December 30 deadline, your next opportunity to save money by paying off your Wilma assessment balance early will be in June, although the savings won’t be quite as large as they were last month.
